I have also encountered this issue (PS4)

I have tried in Mars lost sector (core terminus) and Nessus (The orrery) lost sectors and killed everything in them with devour running all the time and no progress on this bounty, i do not record my gaming as i don't post to Youtube. This needs sorting ASAP.

Can confirm, bounty not working. I killed 10 in a row with active Devour and nothing happend. Tested in the escalation protocol and at the GOS raid entrance.

I can confirm it's ultrabroken. No matter how many times I try to do it at Tangled Shore's Kingship Dock sector after killing the boss and then going to kill everything that spawned there. Over 10 mobs are there waiting to be sliced by my sword after I consume the grenade to get Devour buff active, and it's not working. Seriously... how many bugs does this update have? and how many are not fixed yet since the season started?. It's ridiculous...

No I cant provide a video of it, first of all I cant make a video, and second it's too difficult to get groups of 10. I was lucky that time because there was no one else around while the cabal and fallen were fighting each other so there was a steady stream of enemies coming, but usually other people kill enemies before you can get streaks.

That wont help if the bounty doesn't work. I had the devour effect on, it has a 10 second countdown, I was getting kills faster than 1 every 10 seconds. I was doing the enemy is fighting each other event in the EDZ with no one else around so there was plenty of enemies, but it didn't count to the bounty. To be clear, I had the devour effect on the whole time, I got more than 10 kills in a row, I did not get credit towards the bounty.
