So I decided to download Destiny 2 on Steam so I could play on my characters on my computer. Since I wanted to do this, I needed to set up Cross Save. I set up Cross Save and loaded into my character, but noticed something was off. I didn't have the Shadowkeep or Forsaken expansions installed, but had the main story, up to Curse of Osiris installed. I tried to install Shadowkeep and Forsaken because I had already bought it on my Xbox, but it kept saying I needed to buy those expansions.
TL:DR Destiny 2 wants me to re-buy content I have already bought and Cross Save isn't helping
Does anyone know how to fix this so I can play all expansions and not have to pay for the same content twice?

Hello. DLC licenses do not transfer across platforms with Cross Save, as they're controlled by the platforms they're purchased on. This is stated in the Cross Save FAQ and during the Cross Save process. https://www.bungie.net/7/en/CrossSave
Do my previous game purchases transfer across platforms? Destiny 2 expansions (ex: Forsaken, Shadowkeep) do not transfer between platforms with Cross Save. Destiny 2 Season Passes (ex: Season of the Undying) do move between platforms on the characters they were redeemed on.
Curse of Osiris and Warmind are included for free along with the base game as New Light. You need to buy paid DLCs such as Forsaken and Shadowkeep on each platform you want to access that content on.
