I was lucky enough to have a conversation with a ninja regarding name and shame and how I thought this was wrong. I think the CoC needs amending to allow for some sort of proper way to report cheaters to the forums since anti cheat isent working and the in game report is a joke.
Respectfully, I responded to the Ninja saying It doesent make sense that we cant break the rules of the CoC to rid the game of those breaking the rules of the game. If you break the rules of the game then you lose your right to be defended by the CoC and its rules. If you break the rules you lose these privileges, plain and simple. These are all the rules of the same company.
The Ninja replied saying this made sense to him, except for one thing; the forums and the games are two different entities. If you break the rules of the forums then you lose access to the forums. If you break the rules of the game then you lose access to the game. They dont want users to be harassed or offended on the forums for receiving a ban.
I said back to him that if they are truly two different entities then the whole name and shame rule of the forum blurs the lines of that by defending someone from in game harassment. I dont think its right to govern them as two different things when a rule in one place defends a user in the other place. If a user is being harassed in the bungie forum or messenger then they should be dealt with according to Bungie, but if they are receiving it through the xbox messenger then that becomes an xbox matter and should be reported through them and Xbox handles reports more swiftly and consistently than bungie does. So this is where we need a change. Its not right to allow them to be ruled differently but having a rule that protects someone who breaks the rules in the other place.
So in conclusion we need a feature that allows us to report through the forums to make Bungie aware of these users and the community aware of these users. So I wanted to open this up to the community to ask should there be an amendment to the CoC to allow for this? The anti cheat isent working, and the report feature is terrible and at the same time Bungie is telling US to find their cheaters for them. Well we need a way that visibly gets things done for the community to feel like they are making a difference in the game they play. We need to amend the CoC.
Respect to the Ninja for not locking that post and having a respectful conversation about a heated topic with the community at the moment.

That would lead to harassment. That is not okay. The CoC name and shame rule protects bungie from being sued over such things.

Breaking the rules to identify someone breaking the rules still means you broke the rules, and will face punishment. Also, on the other side, while YOU may not post someone here unless they are without a doubt cheating, you are not the majority sadly. False reporting is such a big issue due to people thinking someone is cheating because they are losing to them. So they come here, falsely (and publicly) accuse the person of cheating. Then a bunch of people jump in here and start doing the same thing to this person (or more since the original namer doesn’t have control over others actions) leading to a witch hunt of a potentially innocent person. Imagine if someone accused you of cheating here and enough people agreed that they started harassing you or you were banned. Is that fair, especially if you were innocent? The name and shame policy is there for the protection of innocent people from other people. Yes it also means you can’t call out blatant cheaters as seen in some videos, but that’s what the report player section is for. If only people would stop reporting everyone for everything and only reporting people that are without a doubt cheating (like that dude in frost bolts video lol).....
