Just stop mate, Bungie logic isn't like what you're used to. I mean why are we building satellites on IO to help with the Almighty at Mercury? Earth and Moon sure. Mars made more sense, it's closer and Rasputin's main center is actually there. Venus made even more sense, but for some reason it disappeared from existence.
