At the end of a match? Where's the actual issue?

The banner only shows up at the end of matches in crucible, gambit. Unless maybe youre cashing in a bounty that wil rank you up during the match which idk why you would do that during a match anyway. That being said, the rank up banners are extremly annoying on the character screen as well. They need to be toned down a bit.
