The only way an account can be added or removed from a Bungie profile is by knowing the login credentials. This is why Bungie is unable to add or remove platform accounts on player's behalf as they do not have access to that information.
Did this person enable cross save or is it just a Steam account linked to your profile?

Can't bungie unlink the account and prevent it from linking for some days then let the one with access through the purchased place link again?

No, Bungie does not perform this service as it's a security issue. Every user is responsible for their own security.

How am I responsible for something I haven't done? Why didn't i receive a notification email about my account being moved? How is this security? When anything on anywhere changes the user has to confirm in the old email that this is them! Not just change it and tell players they're the ones responsible! Can you at least give me some soft or anything that may help me with steam so I can ask them to unlink that steam account?

Just steam... Everything else is unlinked i had everything linked to my account
