The model is in the game since day 1, so it could be quite fair to have it, but it would need a serious rework, because with kinetic snipers being common now, NLB would be quite useless.

If it had primary ammo and not special?

With current weapons system, it would have special ammo i suppose, a sniper with primary ammo would not make sense in D2. With primaries ammo it would be OP or completely useless depending on how the weapon is balanced.

I mean, Fighting Lion is primary ammo.

TBH i completely forgot this weapon existed, i heard it was quite powerful but i think it uses primary ammo because Bungie wanted to make it more popular, snipers are in the other hand commonly use. But i suppose there must be a way to make it balance with primary ammo.

Arbalest uses special yet comes from a heavy weapon class. Just like in D1, NLB should use primary. One to the head or two to the body kills, but won't one headshot Supers.
