After the clarification that was requested, yes, my partners account was running exactly on same devices and environment than mine, ( a mac, a pc, a chromecast) and we have a wired 1Gbps connection that runs flawlessly on his account.
Google told me yesterday they are investigating but that it would also be great to report this directly to Bungie as looking in some forums this is starting to pop for more players, its account specific, and started about the second week of December. This only happens with Destiny and no other game.

On the load screen after the loading animation when checking for connection, resolution changes, there is no lag, but the frames are choppy completely and it looks awful.
I contacted stadia support we went through a lot of troubleshooting just to find out this only happens to certain accounts as my partners stadia account does not have this same issue, and this happens to me every time, from every device I connect and started second week of december (before was ok).
They are doing their stuff but suggested also to contact bungie and see if this could be something related to my bungie account.

To my knowledge, there is no known issue of individual Stadia accounts having frame skips randomly compared to others. Stadia is a streaming service; the game runs on their systems, and you get the video of the game running, so any apparent video framiness would be because their system can't handle the game or because the stream, itself, to you is experiencing that framiness. Google's systems can handle Destiny 2 just fine, so the only other option is that the framiness is happening in the stream itself between their systems and your device, either because of a streaming issue or because your internet connect is having a problem. As a troubleshooting step, please check your partner's video settings for Stadia as well as the Destiny 2 video settings in-game and compare them to yours to see if there's a difference somewhere that's causing you to get framiness and them to not get it. There was an issue previously where video settings were getting reset, so it's possible after the update, your video settings may have changed from what they were and that may be causing an issue, so double checking the above is a good idea. If your settings are the same, please update your original post above with that information saying that they play on your devices just fine and have the same exact settings. After updating your post, please reply to it yourself to bump your post so that you can possibly get more technically-savvy people to reply that might be able to help out more than I.
