You need to use those base ingredients to bake a cookie for Zavala first.

I have made ALL of the Year 1 and Year 2 cookies already this year before I posted.

Also I cannot select any of the base ingredients if you look at the first 3 screen shots I only have 2 ingredients available to select between the first and second slot.

I had made and delivered all of the tower cookies using the "Recipes" section, before taking any of the screen shots. I even exited the game and came back in before taking the screen shots. However since I have returned they are now available, I made no other changes, I did not bake anything else, I didn't deliver anything, I didn't change any settings I literally sat in orbit while typing the post, and after your reply opened up the oven again and the ingredients where available. Dunno what changed because I took no actions but that was REALLY frustrating. I guess i'm marking this resolved by waiting 2 hrs after delivering the first cookie?...
