I'm on the rare bounty step of the Izanagi's Burden quest. After grinding for 3 weeks, completing every daily bounty every day, I finally got one. It's the Black Armory Regalia bounty, which requires kills with all Black Armory weapons/armor equipped. I can get three weapons guaranteed in the two week period before the bounty expires but the armor is completely RNG. Even then, it's only four chances for armor (from 4x Ada weeklies) and there are five armor slots. Bungie, please increase the chances (or sources) of receiving both Black Armory rare bounties and BA armor. Season of the Forge is long over, there's no reason to lock a quest step behind double RNG (once for the rare bounty, once to get armor to complete rare bounty). It could be a Xur Fated Engram style system where it weights the missing armor pieces. It could be a Malfeasance style boost of RNG chances. Or revamp the quest completely a la Jotunn, where there are 0 RNG quest steps and everything is deterministic.
