The Postmaster is an NPC in the Tower that holds lost items that have not gone directly to your character due to not being picked up or having a full inventory. The Postmaster has a max number of items it will hold until new items push out old ones, so it's important to pick them up.
The app allows you to see what items are currently held and transfer them to the selected character you're viewing (if space is available). After they're in your character's inventory you can transfer items to another character or your Vault.

I'm not sure why it says Postmaster. I don't have such an item on any of my characters to see the same options, but based on what you're seeing, Transfer should bring up the option to choose which character you want to send the item to. The same could be said for the other Postmaster button based on the icon. Neither button will automatically transfer to a different character than the one you're inspecting.

When I pressed it...it didn't bring up anything or any other options to transfer it to either the vault or my secondary Hunter..... It just pressed it and no external menu popped up And from what I've read other posts are saying that it will show up in the vault and I go to check the vault and it's not there..... I'm just hoping that it's just a bug and I don't have to go and grind for it all over again.. but I'm going to check my characters and everything when I get home but according to the companion app that weapon does not exist anymore in either postmaster gear inventories or vault inventories....

It is best to simply look at the item in-game and not rely on the app. Few items are non-transferrable or are account-based and can only be seen on the first character you log in and receive it with. Also if the item can be transferred but for some reason the app fails to complete it, the item would indeed go to your Vault. If the item in question is the image you shared of a "Message from Aunor", though, that is simply a lore item, which is meant to be read by you the player and then can be discarded. It does not matter what character has it.
