I feel like most of the perks in there would break the game in a bad way

Which perks do you feel would do that? I know the portal grenade launcher would probably break the game. But I feel most of the others can be very balanced if implemented correctly. Now if you mean it'll break the game because Bungie cannot properly code it, then I agree that could happen based on history.

Know what my bad, it wouldn't break the game but it would make certain exotics that do something similar useless. Save or Spend being the biggest offender because it immediately stomps on Vigilance's main perk 5-burst. It's also a graviton without the endless range and it's also risk runners AOE sometimes. Versatile Fuel sounds just like Tractor Cannon with an added firing mode for additional versatility. Of course the teleportation grenade launcher would probably break some people's games if too many people used it but it sounds very fun. Finally, how would Perma-Sleep Darts affect bosses?

I agree that other exotics may fall out of the spotlight. However, I think that is an inevitable side effect as the game grows and more weapons are added. Overall, I see what you're saying though. I think it would come down to fine-tuning the damage numbers to be sure it is still on a level playing field with existing exotics and not too overpowered. The permasleep dart perk would still work on bosses. Getting up close behind a boss (most of which have stomp mechanics) to do extra damage would be a nice risk-reward payoff.

My thought is that regardless of it bring silent, being shot with it will still aggro the enemy. So one would only get a few shots off on a boss before it turns around. This is all just hypothetical obviously, there's probably dozens of ways that be implemented.
