Somehow last night I have managed to get my hunter transferred. I had decided last night to create a second steam account and just bite the bullet. It turns out I didn’t need to do that. Here is what I did, hopefully it works for you:
1. In my steam client I enabled family management (settings).
2. Logged out of steam client.
3. Unlinked steam in my Bungie preferences.
4. Logged out of Bungie website
5. Logged into battle.Net and selected “migrate licenses” under destiny 2.
6. Logged into Bungie using my battle.net info.
7. Went to the pcmove part of the site
8. Linked my steam account (my original account)
9. It gave me some weird error message but claimed it worked.
10. Re logged into my steam client and fired up destiny 2.
11. My hunter and licenses were all there! So surprised.
12. I rebooted windows Cause I could hardly believe it (and because of Windows updates)
Not sure if the steam client logout did it or something to do with the family game sharing tool.......

My Unlink button for Steam is grayed out. Curious why everyone else is even able to unlink.

What was your original issue? Did It have to do with the "error transfering entitlements" as well as showing a lack of character/licenses issue?

It didn’t give me any error. Originally I filled out everything that Bungie provided before October 1st. My character did not transfer over. I had tried several times since than to unlink and re link the various accounts and it never worked until last night. I may have performed another step of trying to transfer this to my new steam account before I attempted on my old account again....

Nope, still getting: You are attempting to transfer a Battle.net account to a Steam Account that has already been migrated.
