I tried to buy some silver and it (Steam) said it failed. So i did it again, and it charged me twice. How do i get a hold of bungie for a refund?

You would need to speak to Steam support for the refund, as they are the ones who charged you. Please note, be careful not to spend any excess silver as doing so can result in negative balance issues with your account.
