Darkus to Steam license transfers - Now require a NEW Steam account to be created?

I've been unable to transfer my PC license from to Steam, as many users here have had issues with. I don't want to have to create a blank new Steam account for one game, I've had my steam for years and never had an issue like this for any other game. This is NOT an acceptable fix. If this cannot be fixed, how shall I go about refunding my ingame purchases and Forsaken license that is no longer available for me from Not to mention my Shadowkeep preorder on my EXISTING steam account? Edit: As a follow-up, I would just like to point out the promises that were made that the BungieHelp twitter would indicate any progress was also false. There was no announcement about this change. I have 3 days left until the Steam refund window closes, I'm not going to risk my preorder money waiting any longer then this.
