Problem is enough people do it that they dont/wont/cant nail everyone who does it so there's a sense of "I can do this to someone and probably not face any consequences". What I would like to know Is how and why it's possible for someone on xbox live (or whatever) to obtain your IP address.

I'm honestly not too familiar with this issue..

It’s like a second, thicker wall protecting your internet traffic. The person has to hack the VPN (hard to latch onto)—hacking a company that is actively trying to stop hackers—hack you and send the info.

Wrong audience. He's not talking about how to protect yourself from it. He's trying to talk the perpetrtors out of doing something stupid that can land them in prison. What you're doing is like saying that the solution to Swatting is buying a panic room for your house.

Although this environment has a low prevalence of people who would be inclined to do that, the few who would are the most likely to see it as a prank....or turn to it in desperation (and a moment of weakness)....in an effort to gain a short-term advantage. Those are people who are most likely to actually LISTEN to a warning that the risk isn't worth the benefit. Remember in Mos Eisley....basically no one noticed when Han Solo killed Greedo. He just tipped the bartanded. And when Obi-wan cut off the arm of the guy threatening Luke, people at the bar just turned around....looked at the arm laying on the ground...and went back to their drinks. Except the guy who want outside to tell the stormtroopers about the guy in the bar with the lightsaber.....
