They're random. On Titan the PE is sometimes the Fallen. Make sure you're not on Sirens Watch. On Mars it alternates with the Warsat. You can tell which one you get on Mars by where the rally flag is, but it'll be cancelled if someone fires up Escalation Protocol. I assume you're doing the Last Word quest step. You just have to keep going back and forth.
