Your Xbox character will be used on all platforms. The PC character save will not be lost, but while cross-save with Xbox is active, PC characters will be inactive, safely stored. Game licenses are separate from character data and do not transfer from platform to platform. You'll need to own the content on all platforms you wish to play on. The only exception to this is the Shadowkeep Season Pass. You only need to purchase it on one platform, e.g. Xbox. As long as you log in to the account that owns the Season Pass first when Shadowkeep launches, you'll be able to access it on other platforms (provided you also own the base Shadowkeep on the other platforms).
