Have you completed the Iron Banner questline? Each step unlocks a specific armor piece, which then adds it to your loot pool. If you’ve only unlocked the first two pieces, then you will not receive any other armor until you progress through the quest. Lots of guides out there on the various steps, but this is also the last Iron Banner of the season, so you don’t have a lot of time.
