When vsync and fullscreen are on, the game limits my FPS to 59 instead of 60. This results in unplayable stutter. My guess is that this is based on my monitor's true refresh rate, which is 59.95 Hz (common for monitors advertized as 60 Hz). I think the game is reading 59.95 as 59.00, essentially rounding the vsync's framerate to 59.00 and causing stutter because the framerate and refresh rate are not the same. I could be wrong on this.
A fix for this problem is using windowed fullscreen, but this introduces some stutter (not as much) as well and generally is not as reliable as exclusive fullscreen. This problem began many patches ago (I can't remember which patch) and is only now a problem because using a tool to set my monitor's refresh rate to true 60.00 causes GPU driver crashes with the latest Nvidia drivers.
I think this may be a technical/software bug. Is anyone else experiencing this? Have a fix? Any other programs out there to change a monitor's refresh rate? (Custom Resolution Utility is the one causing my GPU driver crashes.)

If you have a Radeon GPU. Use Radeon Adrenalin, go to Display. There you can set manual Hz. Try setting it to 60hz from there.
