I too am dealing with this. It's sad. I paid for the DLC, and don't even get to use the major mechanic behind it. It's really frustrating.

A point of clarification: the tribute Hall is available to all players and isn't part of the Annual Pass. It has links to the AP, of course, but even a level 300 player without forsaken can go there and get the Bad Juju.
