a) It's an expansion not a DLC. $35 vs $10.
b) Everything is reskinned not just the raid armor, I mean we've been to the moon before. I spent so much time there already.
c) What do you think they spent all their time working on that will actually make the game better? They either having nothing or have been hiding some large secrets.
That being said $35 isn't much for a game we play for hours. I personally might not be playing for a few months, since there are other games coming out.

Raids in D2 have already been lacking with no real reason to grind the loot. Bungie devs have often stated that raids are their pride and joy, but appearently not the rewards that entice people to run them in the first place.

Plus it is 10 dollars probably only for US customers. For me, the expansion is $55 AUD which is $5 shy from full DLC pricing. the $35 USD for you becomes $100 AUD which is the price of triple A title (full game). I'd also assume pricing changes like this for non-US customers.
