Can't move characters to my steam account.
I don't want to play on the xbox one or ps4. I don't have to link those accounts do I?

Even if you don't intend to play on Xbox One, you still need to authenticate it, since you have it attached to your Bungie.net profile. After you authenticate your accounts, you'll be able to continue the process and get everything set up properly.
