This depends entirely on what content you wish to play on PC. For example:
- If you wish to only play the latest Shadowkeep + new Annual Pass content, then you'd get that package
- If you wish to also play Forsaken + current Annual Pass content, then you'd also get that package on PC
- Currently there are no packages for Forsaken on Steam, so if you wish to get that before Shadowkeep launches, you can purchase that on Battle.net and then migrate that to steam later this month

- Once linking becomes available later this month, you can do it then, no need to own the game yet
- If you wish to get Forsaken now, then you'd link your Battle.net to your Bungie.net profile and it would be ready to be migrated when the time comes

Okay I think I get it. I do want to play forsaken and forsaken content on pc so I’d definitely be buying both. But if I understand correctly there’s no harm in buying forsaken now to be able to cross save for later this month

Actually I still have a question. Why can't I buy Forsaken-annual pass when I own Destiny 2 on PC? This is the link I'm trying to use (https://us.shop.battle.net/en-us/product/destiny2-annual-pass) but it tells me that I'm not eligible to buy it. Is there something I missed?

The Annual Pass requires Forsaken. If you don't have that DLC, the AP is useless. Best option in this case is to get Forsaken Complete Collection, which has been reduced to be the same price as the standalone Forsaken used to be.

I’m just confused because I have destiny 2, curse of Osiris and warmind on pc but I not forsaken. Do I still have to buy those?

The standalone Forsaken is no longer available. The Forsaken Complete Collection includes the previous DLCs, Forsaken and Annual Pass for the same price as the standalone Forsaken, which didn't even include AP. So, effectively all that content for the price of Forsaken, i.e. you're not buying old content again.
