is everyone that naive to believe that dedicated servers won't necessarily help? you can have dedicated servers but if ANY of the players in your match has internet connection issues you'll still have the same problem?

Would it make it worse for all players? No, most likely as it becomes server authoritative the one having the bad connection would be suffering most of all, not all players because one player has a shitty connection. That is the main reason to have dedicated server, there are only benefits, no downsides in performance compared to P2P... None.
