You have to do the quest for the armor not just the bounties anymore

And I did. I have 3 pieces of armor missing and 2 bounties left. So unless one bounty awards 2 pieces of the armor (which I HIGHLY DOUBT), Bungie screwed me

You did the entire quest? Once you complete each step and go back to Saladin he gives you a 100% guaranteed piece of armor.
