My ideas are more concept, and Hunter is probably my least played class, so I’m sure you could do better than me.

I like where you were going with the ammo depletion, it’s just that would be way too OP especially considering how much special and heavy people actually get. What you could go for is a suppression effect like Gemini Jester where if you dodge within a certain radius of someone they aren’t able to use abilities for a short period, this could sort of be the counter to shoulder charge and the warlocks ohk grenades. The tether dodge on the other hand I like on paper but wouldn’t like in practice since in PvP tether isn’t in a good place so adding a way to actually cancel it out wouldn’t be the best idea.

I was actually thinking about the suppression idea before, but wasn’t sure. You made it make a bit more sense. It would add a counter to those roaming supers and shoulder-charges.
