Because it’s a PvP perk. Multi kill clip is the pve version. It’s the only way to balance the game. If multi killclip didn’t have stacks it’s would be a nightmare in PvP. Right now kill clip takes more thought and timing but it’s the better choice instead of the small bump from multi kill clip single stack.
