I would like the chance of top tier perks dropping on weapons to be weighted based on the difficulty of the activity the player is farming. For example, something easy like farming a Dust Rock Blues from a lost sector should have no perks weighted at all, because that's fairly simple. But, if you farm for a Spare Ration in Tier 2 Reckoning, you'll find that perks like Rapid Hit, Multikill Clip, Kill Clip, Rampage, etc. drop much more frequently in Tier 3 than Tier 2 (still possible to get from Teir 2). This idea can be taken across all game modes and might provide a lot more incentive to players.
