The problem is, pvpholics would go and get super mods for their armor and screw up pvp for everyone.

That's already happened. So it doesn't matter. The first couple of minutes in a Crucible match are great. Lots of gunplay. Then the first super happens. Then the second. Then the third. Then the fourth... etc. etc. etc. You get the idea.

The only difference is, you don't have to wait for it to come around.

I know, I that would suck. Then everyone would be running around with full super mods.

No, because the drop rate for the material to purchase them is the same. There is no difference then saving up stacking up on the material waiting for the mod to come around.
