I’d seriously rather not have weapons that still get an optimal kill time even with a body shot or two.
“Close enough” shouldn’t dictate what constitutes an optimal kill. You miss the shot, you should be forced to shoot another.
Adaptive Pulse Rifles are a great example of what a gun looks like when it doesn’t have to land crits (only two of the nine bullets need to be crits for its optimal kill time).

I mean, I'd agree with you if console hand cannons weren't dealing with console recoil, bloom, and flinch all at the same time. Making them require 3 crits to kill makes them incredibly inconsistent. Even a "God roll" Austringer for PvP still suffers from these things unless you get Eye of the Storm and Rangefinder. People have to curate their rolls to fight inherent in-game issues to get consistency rather than those issues be addressed.
