No; a Dev can't help you.

As I mentioned on a previous post from you, there are only 2 reasons one can be restricted from pvp activities, one is connection issues and the second is cheating/playing with a cheater. I am going to assume it is the former and post bungie's statement on connection restrictions along with their tips for improving the connection. Unfortunately, if you are now on your 3rd restriction it may be permanent as you have continued to play without improving your connection even after 2 week and a 2 month restriction.
