The Forsaken: Annual Pass is for 3 additional DLCs on top of Forsaken. It requires Forsaken; it doesn't include it.
You need to buy the Destiny 2 Forsaken Complete Collection.
Destiny 2, Curse of Osiris, and Warmind will be free with New Light, and as such, they're included for free in the Shadowkeep purchase to make it simple for people who just want to purchase one thing instead of two or three later on. Already owning those from a separate purchase will not cause any issues with your account; any already-owned products will simply overlap. You will not receive an extra copy of them.
The same is true for the newly priced Complete Collection. You're pretty much just paying for Forsaken and the Forsaken: Annual Pass. It's 40 USD (or your equivalent) which is the same price that Forsaken used to be until the price drop.
You can play Shadowkeep without Forsaken, and you can play Forsaken without Shadowkeep.
You cannot, however, play the Forsaken: Annual Pass without Forsaken.
So, if you want to have access to everything you possibly can, you need to buy the current version of the Forsaken package (which is the Destiny 2 Forsaken Complete Collection) and the Shadowkeep package.
Neither includes the other; they're entirely separate; however, both of those purchases include the New Light content, as that's going to be released for free, and it makes it easier for people to access.

I paid £89.99 for a hard copy of Destiny 2 limited edition, which included the first season pass. I now want to buy Forsaken. Buying it in store will duplicate what I had before, except that I’ll be pretty cheesed off about originally paying £90 for somethings that’s now free. I want to upgrade to Forsaken, I don’t want to buy the game a second time and I want recognition for the amount of money I’ve already spent. Claiming that the original game and expansion is now free to justify £35.99 for Forsaken is frankly insulting and unfair to loyal players. There should be an upgrade only cost. With some features also now locked unless you buy the annual cost, the price is even greater.

People who play from day one and buy all DLC piecemeal as it's released will always pay more than players who come much later after bundles are created. Those new players also miss out on any timed items, events, and the like, because they weren't there for them. There's benefits to playing from the beginning, and there's benefits for waiting until further in the game's lifecycle, but complaining that you got one set of benefits but not the other seems a bit much. Forsaken was 39.99 USD (or your equivalent) before the price drop. The Forsaken: Annual Pass was 34.99. The bundle that had them both was 69.99. So, what someone would previously had paid 75ish or 70ish for has been reduced in cost to 39.99, while also granting New Light early to brand new players, so, yes, saying it's a discount is still valid. The 'upgrade only' cost previously was 69.99. This was the bundle that included Forsaken+Annual Pass, period. This is what you seem to be asking for, but I don't understand why you would rather have paid the old price of 69.99 for the Forsaken+Annual Pass bundle only over the now reduced price of Forsaken+Annual Pass+New Light bundle for 39.99. I can understand you being upset if Forsaken as a standalone purchase was removed without also giving the main collection a discount, thus requiring you to pay 99.99 for the Complete Collection as the only way to get Forsaken (and thusly also paying for the base game in additional to DLCs), but, as that's not the case, and you can now get BOTH Forsaken and the Annual Pass for the same price as just the Forsaken DLC, your argument making it sound like you're paying more money than you should be makes no sense to me personally, so I apologize that I'm unable to debate or argue with you concerning your opinions and desires. I'm not sure what you feel is now locked that was previously available to you; only content you don't own is locked to you. Could you elaborate in a fresh forum post so someone could respond to your issue directly?
