I was going to recommend the Orbweaver or something similar, then noticed your closing remarks. I bet you could become pretty proficient with it if you are good with a controller. It effectively is the same movement method for WASD, but the mouse would give you the precision for your aiming.
It might be worth trying that first, and then start looking for more complicated solutions.

You’d recommend using the Orbweaver over a normal keyboard? Seems like the joystick could be a detriment, and just using it for WASD on the keys might just be the same as a keyboard do you think? I might try one anyways! Appreciate your help!

It appears that the joystick on that is an actual joystick instead of a directional pad with a hat. If you are limited on your left hand to your Thumb and index finger, then the G13 would equate to the left side of your controller, with the mouse acting as the right side. You could use your index finger to activate a number of preset actions on the pad (grenade, super, etc) while your thumb does the WASD. WASD on the keyboard is a mostly fine, but you can't do fine movements like you can with a controller. The problem with the controller is that you can't do fine aiming. With this setup, you basically a mix of the best of both, potentially. Holy heck, Amazon wants >$300USD for the G13.

You shouldn't run afoul of Bungie's ToS for using something like a game board. They basically state to not manipulate the game, such as macros. However, everyone who has a common gaming keyboard has macro support and it's something they don't go after people for. My mouse uses Logitech's game center, which the G13 would as well. You're safe. I'd recommend staying away from Autohotkey though, that's a problematic piece of software.

Would you think something like XPADDER + Nav Controller or Joy2Key would be bannable? Considering that the computer still believes its a KB+M before it hits Destiny, you are essentially using a K+M, just without the actual keys on your left hand.

That is something that I would be hesitant to answer. Fooling controllers into being something else may be okay, but I wouldn't risk it.
