As anyone else realized that they just threw the Outbreak Prime quest out there in hope that it would soften the blow of the mega-nerf that they were about to drop on our heads. I’ve honestly never seen a game developer actively try to drive their player base away. Perplexing to say the least.

This was probably been worked for quite awhile. Sandbox they collect data after other sandbox changes were made. They have to observe what's going on before they can make any changes. Adding this gun wouldn't stop ppl from rampaging.
