Cannot obtain Outbreak Perfected Across Characters.
If you complete the 'Zero Hour' mission with all 6 nodes of the 'Fallen Transponder' accessed, after already completing it on another character, Outbreak Perfected will NOT drop at the end of the mission.
Outbreak Perfected doesn't drop from completing Zero Hour on 2nd and 3rd characters.
