The problem with Ward of Dawn is that there's no reason to use it in most areas of the game. It doesn't grant any buffs, and you can't shoot outside of it when within, so it's nothing more than placeable obstruction.
If there's cover near you, and a Titan places his bubble down a distance away, what reason is there for you to run over and join him in his bubble? None, not like a Warlock's Well of Radiance or even a Rallying Barricade.
I believe the solution to Ward of Dawn is to focus on what it provides to the group. Blessings that stick with a player after passing through it could work, as could being able to fire outside of it from within. It could also prevent knockbacks within it(which it seems to at a limited degree already, but it's inconsistent.) This could give it some slight offensive value.
The big elephant in the room is that Warlock Well of Radiance does everything Ward of Dawn could do thematically as far as helping teammates. The only thing it doesn't do is block incoming damage, healing through it instead. There's very little that can be done without just turning Ward of Dawn into "Titan Well."
Edit: actually just had an idea. It could grant increased super energy recharge rate to those standing inside of it, and have blessings that stick with those moving outside of it that increase melee damage, sword damage, sidearm fire and reload rate, and shotgun reload rate, and reduce incoming damage.

I was playing gambit and one player would pop a bubble when an invader came through the portal. Everyone stood inside while he shot rockets at the bubble until his timer ran out. You do get armor of light buff while inside but since you cant shoot out of the bubble or keep the buff when you step out, it isn't very useful. It seemed pretty effective but I guess one perfectly placed Nova bomb would have wrecked our whole team in one go.

The solution you are looking for is for the bubble to last longer than it currently does and for it to generate orbs of light when it takes damage from enemy firepower. It would also be a problem in objective based games. As for Helm of Saint-14 I personally believe that it should allow guarding with sentinel or banner shield to both blind and suppress nearby opponents making it a great shutdown tool.

I had an idea a long time ago on how to reinvent WoD. The premise is to basically rip off the functionality of Shadowshot. I call it Burden of Light. With Burden of Light, bubbles now suppress any enemy who passes through it. It would instantly become a area of denial super, properly used in tight corridors in PvP or to get the edge on large groups in PvE.

Absolutely not for your edit. You then have people doing the D1 thing of hiding to get your super like lots of people did with storm caller. No thanks

Never played D1 since I don't play on consoles. Was it really a massive problem? How did it work? I just want a reason to actually stand inside the bubble. It feels so dumb to put down. "Yay, I popped down a big blue bubble...now what?" Nothing happens, enemies don't come in, you can't shoot out at them, so you may as well just start dancing.

Yes. Electrostatic mind was a perk on the storm caller skill tree in D1 that allowed you to gain increased super energy per teammate around you up to 3 people. In trials this became a problem as storm caller was one of the best supers in destiny one. Anything that allows people to gain supers faster without kills is not good for the game. The above problem was then exacerbated by an artifact that they added in the game that allowed a person with a fully charged super to feed extra super energy to near by allies. The effect stacked with the storm caller electrostatic mind granting supers in about minutes time depending on your intellect stat.
