If running the Scan and Repair didn't work, delete the following local cache/settings directories:

Edited by bonslytoss: 4/15/2019 8:11:47 PMI deleted the folder named Cache, and can't find a folder or file named Settings or Cache/Settings. The same message popped up at the same time, right before character select screen. Am I supposed to delete the entire explorer results? Or do a full reinstall?

Yes, you should remove everything in the folder, then exit the folder and play Destiny 2 to see if you still have issues. If you do, I recommend a full reinstall.
