Lunas Howl rewards mediocre aim

Headshot-headshot-body Why is this rewarded with a faster ttk than guns that require 4 consecutive headshots to have their optimal ttk? Guns like Lunas and NF have no place in the current sandbox.

i once killed a guy in trials of Osiris in D1 last week while doing a 1 V 0 private match with Lunas howl in D2
