It's already been nerfed with its diminishing returns.

Spectral has also already been nerfed, that hasn’t stopped people from complaining about it. I’d recommend you prepare for the worst. After Spectral gets nerfed Fist of Havoc will stick out like a sore thumb. People will come after it next.
