This all sounds like you want to get utility out of the Barricade without having to put any thought into where you put it.

True enough, and its a good point. I guess my argument would be more about how you use it, and less about where you use it. I am not sure if much thought goes into placement anyways outside of really specific encounters. This would also use up an exotic slot, so we would want it to be powerful lest it end up like khepri's horn

Khepri's Horn is by no means an S-Tier exotic but it's not bad at all. Especially after the buff.
