As of this post, my Battle.net app is fully updated and there is no maintenance occurring. All services are up and operational from what I can tell. The only time I was able to get in was immediately after I scanned and repaired, but I shouldn't have to do that every time I launch the game.
Any other reasons the buffalo error could be occurring? Thanks!
