The Whisper need was because of all the steamers. They all play on PC mostly and it's really easy to hit your headshots on PC if you have a little skill. So this was a direct Nerf to PC and streamers . Which in turn is way worse for the console players

The point of the nerf was to dedicate the weapon only to DPS, as before, the weapon was an S-Tier Exotic that served many purposes due to the Ammo it held. With the Ammo being limited, you can 1) Use it flexibly like before- but hope for Ammo to drop. Or 2) Dedicate it only to DPS. Was the nerf justified? Yes. Was it necessary? No.

This doesn't make any sense. If it was "easy to hit headshots on PC if you have a little skill", then the nerf has ZERO impact. Nine rounds of ammo is just as effective as Twenty rounds.
