Offering to Oracle- No 3rd Seed of Light
I have been seeking a third seed of light. After completing the Gateway between World Bounty, I received an Offer to the Oracle. Upon presenting the Offering at the Oracle Engine, the game merely dropped a powerful gear weapon and did not open the portal to the Queen to receive a third Seed of Light.

The portal opens every three weeks, during the high curse week. This is week 2. Try again next week.
