Locked out of digital collector's content after upgrading to xbox one

When Rise of Iron was announced I had bought an Xbone and pre-ordered the DLC, as well as re-purchased the base game and all prior DLC on Xbone, and discovered that my Taken King Collector's Edition digital content was no longer usable. The exotic class items and emotes etc are all still in my inventory, but it says I cannot equip them because I do not own the content, and when I checked the xbox marketplace it was listed as unavailable for purchase (even if I wanted to pay the money again to use what I already payed for... sitting in my inventory taunting me.) I tried every avenue I could think of at the time, including posting in the forums and tweeting at BungieHelp, to no avail, and due to frustration and disgust with the situation at the time, I ended up not even playing the DLC I had pre-ordered at the time. I walked away from the game completely until recently. I spent literally hundreds of dollars in order to play the Rise of Iron expansion only to get locked out of my digital CE items with no response or workaround. I have decided to try and reach out yet again to ask for this to be fixed. Even if it is late and I will never be able to experience some events anymore, I would like to go back and play the Rise of Iron expansion, but I would like to do so without the sour taste in my mouth from not being able to equip some of my more powerful items I had at the time and receiving zero response on the matter. I hope this time around I am more fortunate in my plea. Please make this right. Edit: Near as I can tell, this is likely a licensing issue... All my Eververse stuff was still available after the account transfer, but none of my collector's edition content can be equipped... And, from what I can figure, there's literally nothing I can do on my end about it, especially since the digital collector's content upgrade availability was pulled from Microsoft before Rise of Iron and my account transfer, thus making it impossible to fix it with $$$. The only thing I have the power to do is ask for some kind of fix and hope that it doesn't fall on deaf ears.     I have been trying to get support on this issue for over 2 years now without a response, and when I recently tried to submit a ticket as well (since the forums and twitter have gotten me nowhere thus far) I was pretty much completely dismissed due to the form being "off topic" (it was the closest and only available option) and was told to post in the forums yet again. And, if this is never addressed in the first place, then it doesn't leave me with much hope that potential similar issues in the future will be prevented or addressed either. To be clear, I'm not looking for a refund of any sort, I'm looking for a proper response and for the issue to be addressed, even if it's only addressed by putting the content back on the xbox marketplace. In similar types of games I have played in the past, In-game items are single purchase and exist across all platforms the account is tied to, only the game/expansions themselves need to be purchased for the individual platforms if played across more than one.
