Malfeasance feels to niche imo to use realistically in any situation. For example, in pvp it is only really good against supers AT RANGE, and it takes up aces spot. Secondly it is only really good against all blockers, ravenous taken anything (except thrall) and maybe one or two taken lost sector bosses. Reduce the slugs need for explosion to 4, and make it so that every four shots you get a slug that will explode when shot at anything
