Yes, it is simply RNG. You could also defeat Kalli in the Last Wish raid or visit Mara's Court during the full curse week for a guaranteed Seed of Light.

I believe its called Shine On and it requires you to create 50 orbs during Iron Banner matches

Chaos reach generates a few orbs per kill. You can also masterwork a rocket/grenade launcher, so that you can get orbs when you get multi kills. But yes, you can get seeds of light from blind well. Heroic only I believe.
