by doing so once you've received one of each you would never get another exotic, see the flaw there?

Then make more. How is it my fault you can't make more exotics? There are plenty of ideas and concepts out there waiting to be executed.

I would say to make a system to where you have a higher chance to get something you haven't gotten yet. Like with overwatch.
