Bungie has been notorious in D2 for being super vague in the patch notes with sandbox updates and balancing tweaks, practically omitting number values completely where any sweeping changes have been made to the game. I've seen people in the past complain about the fact that half of the patch notes are filled with buffs/nerfs like "nerfed [gun type], or buffed damage effect on [exotic armor]".
I don't know about you, but it makes it really hard for me to determine whether or not I should suddenly give a crap about the latest versions of stuff they update.
For those of you that don't understand what I'm on about, here's a snippet from all the way back in September with the 2.0 update that changed basically everything about D2 from Year 1.

Ability recharge bonus increased
Great! By how much though? No percentages, no numbers.

Increased base damage
Incendiary Grenade
Increased base damage
Storm Grenade
Increased base damage
Cool! But again, no numbers. Can't tell which grenade will be the best for what I want to do.
Fairly small gripe, but not being able to tell the actual values for the changes for things is irritating. People on the internet shouldn't have to be tasked with picking up the slack when all it takes is a few extra moments to type in the actual values in the update notes.
Or even better: stop doing the same thing in game too. You know what'd be awesome? If I knew the exact percentage of the damage buffs that were applied to my weapon. Even if it's a rough estimate and not an exact value, I'd like to see that rampage on stack 2 does around 45% more damage than the standard value. The "Surrounded" perk came with Black Armory and the first thing everyone did was flock to Titan to go bully Greg and his buddies because nobody knew how much the buff or it's mod effected weapon damage, effectively wasting time because there aren't any numbers attached anywhere in game or in the patch notes. We already have duration timers on our class abilities, why not our weapon/armor perks? Taken Barrier has 10 sec timer on the screen, why the hell doesn't Kill Clip/Rampage, both of which are perks which have been around since launch.

Not knowing the values means you don’t know what’s best; therefore, you play with what you like. Actually sounds like a positive step towards meta busting.
