Also our last tower was just blown up. So when we constructed this new tower in the last year e black armory moved in without us knowing. Sneaky bastards.

Actually there are multiple towers, Bannerfall is one such tower that’s kinda condemned. Back in D1 looking in the distance you can clearly see 2-4 other towers, that are being used as faction hubs or used by city militia. So the Vanguard picked a temporary location while the main tower is rebuilt.
